    Charles Lino, CPA, CGFM

    City Manager

    Charles Lino is the City Manager for the Town of Pecos City, Texas where he has been in the position since February of 2022 after serving as the Finance Director from November 2020. Charles has nine years' experience in various mid-senior roles in municipal government. He has more than thirty years' experience in the private sector including retail, non-profit and service industries.

    Charles earned a Bachelor of Business Administration degree from the University of Texas at El Paso. He has been a Texas Certified Public Accountant (CPA) for more than 25 years and holds a Certified Government Financial Manager (CGFM) credential from the Association of Government Accountants (AGA) since 2019.

    The City Manager's Office provides oversight and direction for all City departments. One of the City Manager's biggest functions is preparing and submitting a balanced budget to the City Council. The City Manager's Office also assists the City Council in the development and formulation of policies, goals, and objectives.

    Heather Ramirez

    Assistant City Manager

    Heather Ramirez is the Assistant City Manager for the Town of Pecos City, where she has served for 14 years. She began her career as City Secretary, transitioned to Finance, and now holds her current position. Heather holds a bachelor's degree in business administration and finance from the University of Texas at Permian Basin and is also a Certified Public Manager through Texas Tech University. She is a member of the Texas City Management Association (TCMA).

    The Assistant City Manager assists the City Manager in running the day-to-day business of the city departments as well as carry out policy directions set by the City Council. The Assistant City Manager supervises and directs department heads and staff to ensure that city services are delivered in a timely and efficient manner. Another responsibility includes developing and implementing long-term strategic plans for the city's growth and development.

    Griffin Moreland

    Assistant to the City Manager

    Griffin Moreland is the Assistant to the City Manager for the Town of Pecos City. He earned a Bachelor of Arts in Political Science, a Certificate of Public Management from the Bush School of Government and Public Service, and a Master of Public Service and Administration (MPA) from the Bush School at Texas A&M University in College Station, Texas.

    Griffin has five years of private sector experience, including retail, and two years of government experience in Internal Auditing and as an Assistant to the Mayor of Kurten, Texas.

    In his role as Assistant to the City Manager, Griffin assists with various projects and acts as a liaison between inter and intra-organizational groups and individuals, ensuring efficient and effective communication and project management.
