Public Works Director

GENERAL PURPOSE

The Director of Public Works manages and directs all activities and operations involving the City’s Public Works (streets, solid waste, and water and sewer utilities). This position directs the department through effective planning, staff management, and resource allocation; and assures the effective completion of projects and compliance with state and Federal regulations, City policies, procedures and goals. Position is responsible for the timely addressing of citizen complaints, both verbal and written, related to the Department’s operation. Performs a variety of administrative, supervisory and complex professional work for environmental, water, sewer, street, and other public works projects and programs ensuring technical competence and compliance with all current codes and criteria; May serve as a Project Manager.

Essential Duties and Responsibilities

Directs the activities of the Public Works staff; plans, prioritizes and assigns tasks and projects, instructs and trains staff, monitors work, develops staff skills, and evaluates performance; provides leadership, direction and guidance in operational strategies and priorities; coordinates Public Works operations within the City, and assures program objectives and standards meet City goals
Assess, analyze, and monitor workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes. Evaluates City needs and Capital Improvement Program plans, and determines operational plans, strategic plans, priorities, resource requirements and goals
 

ESSENTIAL DUTIES AND RESPONSIBILITIES (cont.)

Effectively and courteously communicate with the public and employees, in person, on the telephone, and in writing. Communicate on a proactive basis to resolve citizen complaints as they arise. Analyzes department financial and resource information, manages operating budgets, calculates operating costs. Provide capital improvements planning and recommend options for public works projects and capital improvement programs for the City’s 5-year Capital Improvements Plan
Prepares for and responds to various City emergency situations; ensures appropriate staff is trained and respond in accordance with the City's Emergency Management Plan.
Coordinates and/or undertakes the development or update of the City Transportation Improvement Program (T.I.P.), Comprehensive Sewer Plan, Comprehensive Water Plan, the Capital Improvement Program, and other plans involving the municipal infrastructure.
Coordinates the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, data base, and comprehensive plans. Maintains infrastructure records.
Reviews utility permits, street use permits, franchise utility permits, etc.
 
Performs other related duties as assigned or required.
 

PERIPHERAL DUTIES

Represent the City at public and private meetings and conferences relating to City business.

 

MINIMUM QUALIFICATIONS

Education and Experience:

1. Bachelor’s degree and three years Public Works Administrative experience or High School Diploma (or equivalent) and five years Public Works Administrative experience.
2. Strong background in water, wastewater and solid waste.
3. Considerable knowledge of municipal government with three years experience in upper management capacity.
4. Proven experience related to team management and oversight of at least 40 employees.
5. Possession of a license to practice as a professional civil engineer in the State of Texas -OR- Possession of, or ability to obtain within six months, Texas Class B licenses for BOTH Water and Wastewater.
6. Must possess a valid Texas Driver's License or acquire one within six (6) months. Must have a safe driving record.

 

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS

  • Civil engineering principles, practices and methods as applicable to a municipal setting;
  • Federal, state and local ordinances, laws and regulations relating to departmental activities; thorough knowledge of applicable City policies, laws, and regulations affecting Division activities;
  • Principles of effective administration, to include planning, directing, evaluation and coordinating; thorough knowledge of effective supervisory principles and techniques;
  • Operations, services and activities of a comprehensive water utilities program, including, but not limited to: Treatment Processes and troubleshooting for both water and wastewater treatment, laboratory and testing procedures, SCADA, pumping systems, backflow prevention, industrial pretreatment, line construction, line maintenance, line repair, metering, safety, customer service.
  • Development and maintenance of water and sewer systems.
  • Principles and practices employed in budget development, implementation and administration; thorough knowledge of report and record maintenance principles and practices;
  • Principles and practices of municipal budget preparation and administration.
  • Municipal purchasing procedures and processes.
  • Principles of supervision, training and performance evaluation.
  • Principles and procedures for developing goals, objectives and management plans.
  • Skill in both verbal and written communications for effective expression of concepts and ideas and clarity in task assignment;
  • Conduct verbal or written presentations to all levels of City employees, elected officials and the general public; ability to establish and maintain effective communication and working relationships with City administrative personnel, subordinate personnel and outside organizations and agencies
  • Communicate clearly, concisely, and in a professional and congenial manner, both orally and in writing.
  • Manage and direct a comprehensive water utilities program.
  • Analyze and assess programs, policies and operational needs and make appropriate adjustments.
  • Analyze data and information; draw conclusions; propose responsive actions.
  • Identify and respond to sensitive community and organizational issues, concerns and needs.
  • Plan, organize, direct and coordinate the work of lower-level staff.
  • Delegate authority and responsibility.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze and evaluate new service delivery methods and techniques.
  • Interpret and apply applicable Federal, State and local policies, laws and regulations.
  • Communicate clearly and concisely in English, both orally and in writing.
  • Operate a computer and other office equipment to perform calculations, complete and submit reports, draft correspondence, obtain and utilize GIS data, and other duties as necessary.
  • Maintain confidentiality of certain City information and personnel issues; courteous, discreet and exhibit sound judgment
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Operate assigned vehicle to travel to various meetings and events in the City.

SPECIAL REQUIREMENTS

  1. Eight to ten years operational experience as a Public Works Director or Assistant Public Works Director preferred.
  2. Experience in water and wastewater treatment, water distribution and wastewater collection systems, streets and solid waste.
  3. Capital Improvements experience preferred
  4. Asset management experience preferred.
  5. Membership in the American Public Works Association is preferred
  6. Strong Preference for Texas Class A water and wastewater licenses, or any combination of A and B licenses.

Personal computer, including word processor, spreadsheets, project management software, 10-key calculator, phone, copy machine, fax machine, etc.
