Building Inspector

GENERAL PURPOSE

The purpose of this position is to provide code enforcement, conduct building inspections, and enforce building codes for the City of Pecos. This is accomplished by inspecting properties for city code compliance and enforcing building codes. Other duties include reviewing city permit applications.

SUPERVISION RECEIVED

Reports to the Chief Building Inspector.

SUPERVISION EXERCISED

Exercises autonomy and sound judgement over budgeting and other administration duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Conducts building inspections by checking plumbing, electrical, HVAC, framing, and footings; performing construction site inspections to make sure contractors are following ICC codes; checking contractors’ licenses; and reviewing plans and blueprints.

Enforces building codes by determining if any violations have occurred; locating property owners; mailing violation notices; and performing second inspections to check for corrections.

Reviews permit applications by assisting permit clerk in determining permits necessity and examining permit applications to determine setback compliance to the zoning ordinance.

Work requires knowledge of a specific vocational, administrative, or technical nature.  which may be obtained within one year.  Must be able to work under pressure; must be able to work independently with a high degree of accuracy and organize work to meet deadlines; must be able to problem-solve and troubleshoot; analyze situations quickly and accurately and adopt an elective course of action to resolve the issue.

Perform land use development inspections as related to building setbacks, off-street parking, landscaping, signage and screening devices.

Maintain record of work performed, number and type of requested inspections and site visits.

Compile and complete all records and reports associated with building inspections.

Ability to consult manufacturer's' specifications and product listings in regards to proper installation and use of proprietary products, assemblies and equipment.

Work with contractors, developers and the general public to help gain compliance and answer questions.

Interact with the public and maintain open and timely communication to ensure positive public relations.

Assist in resolving complex and sensitive customer service issues, either personally, by telephone or in writing. Ability to recognize which mode of communication best for any given situation. Maintain records and document their resolution.

Assist in researching problems and complaints regarding commercial and residential buildings, building construction and code compliance. Maintain records and document their resolution.

PERIPHERAL DUTIES

  • Represent the City at various conferences and meetings.
  • Serves as a back-up to the Chief Building Inspector.
  • Executes City ordinances relating to utility services.
  • Composes, types, and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness. 

MINIMUM QUALIFICATIONS

 Education and Experience:

  1. Two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
  2. Experience as an inspector or five (5) years in the construction field or a related field 
  3. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. 

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS

Receives Limited Direction: The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Knowledge of building codes, plumbing and electric code requirements.

Knowledge of Building and Construction best practices and code regulations. 

Knowledge of Microsoft Office Suite and Google Suite; knowledge of accounting, budgeting and reporting software.

Ability to implement best practices and teach others in their use and application

Ability to apply sound administrative and fiscal practices.

Ability to write clear, concise, yet comprehensive explanatory text to accompany reports.

Ability to present ideas effectively orally and in writing.

Ability to establish and maintain effective workplace relationships with staff, departments, city officials, vendors and the public.

Skill in effective, clear, concise and persuasive oral and written communications about the City’s buildings and structures to individuals and groups.

Strong organizational skills.

Understanding of the City’s political environment and sensitivities; ability to function effectively within that environment.

Must hold and maintain a valid Texas State Driver’s license or obtain one within six months of hire.

Possession of, or ability to obtain within 1 year of employment, the following:

State of Texas Code Enforcement Officer License.

Residential Energy Code Inspector Certification (ICC). 

Commercial Energy Code Inspector (ICC)

Possession of, or ability to obtain other certifications or licenses required to perform the functions and duties of the job as determined by the Chief Building Inspector.

TOOLS AND EQUIPMENT USED

Personal computer, including word processor, spreadsheets, project management software, 10-key calculator, phone, copy machine, fax machine, etc.

 While performing the duties of this job, the employee is frequently required to sit, stand, crawl, walk, talk, hear and manipulate objects. The employee must occasionally lift and/or move up to 50 pounds.

Work is generally performed outside structures and inside buildings including but not limited to conned spaces, open elds, residential and commercial structures. The noise level for the environment various from quiet to loud.
