Code Enforcement Officer- Environmental

Under the direct supervision of the Code Enforcement Supervisor, performs criminal enforcement of the municipal ordinances and state laws as needed, with a primary focus on the immediate public safety and health of the residents of the Town of Pecos City.
Reports to the Chief Building Inspector
Exercises autonomy and sound judgement over tasks as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Investigates complaints regarding the municipal code and/or state laws.
Patrols the city in a proactive manner to identify immediate public safety and health violations; responds to complaints from citizens.
Conduct field investigations; inspect properties for violations; attempt to make contact at the
residence or business in order to resolve violation; issue and post warning notices, notices of
violation, corrective notices, orders to comply, and related documentation for code violations;
schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issue administrative and parking citations and notices of violation as necessary.
Maintain accurate documentation and case files on all investigations, inspections, enforcement
actions, and other job-related activities including accurate and detailed information regarding code
enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
Prepare evidence in support of legal actions taken by the City. Appear in court as necessary. Gives testimony in municipal court or district court regarding criminal cases as required.
(Peace Officer) Conducts traffic stops of commercial semi-truck traffic traveling outside of the Town of Pecos City designated truck route. Cite all semi-truck parking within residential areas of the Town of Pecos City. Process all paperwork and submit all required documentation to the Pecos City Police department required by the Chief of Police.
Works with all departments in the City regarding violations of the municipal code.
Educate public and other law enforcement officers with regards to illegal dumping-what to look for and who to report it to.
Respond to illegal dumping complaints.
Patrol known areas of illegal dumping.
Represent the City at public and private meetings and conferences relating to City business.
Education and Experience:
- Must have a High School diploma or GED.
- Experience in code enforcement, planning, and zoning, or government relations, or any equivalent combination of education and experience.
- Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS
- Ability to establish and maintain effective working relationships with the general public and other city departments, and to find appropriate solutions to problems; ability to communicate effectively verbally and in writing.
- Working knowledge of city zoning ordinances, health codes, and some knowledge of principles and practices of city planning.
- General knowledge of health codes and their application.
- Ability to communicate with people in very stressful or combative situations.
- Ability to be creative in getting compliance from violators.
- Prepare accurate and detailed documentation of investigation findings.
- Maintain complex logs, records, and files.
Must have a valid Texas Driver's License
Required Licenses/Certificates: Applicants must be capable of acquiring the following Certifications within one year.
Code Enforcement Certification
Health Inspector Certification
Peace Officer must maintain TCOLE Certification requirements necessary to preform duties and commissioned approved and carried by the Town of Pecos City Police Department approved by the Chief of Police

Personal computer, including word processor, spreadsheets, project management software, 10-key calculator, phone, copy machine, fax machine, etc.
